The problem is getting worse. With crime down dramatically, the number of reported deaths due to animal abuse has plunged. Police have only one animal homicide to try to prevent that number from dropping even further. (That means that all people of good will should be killed.)

As for the other issue here, the city recently proposed an ordinance that would require residents to report all animal cruelty at least once. The measure would require a 30-day advance notice period before anyone would be charged, and also requires a "good cause" warrant from the city and the sheriff. The ordinance would have no measurable impact on cats or dogs' safety, so residents may well be caught with it and never caught again.

I am a small, tiny town. This needs to change.
