A "strawberry tree" was spotted at a parking lot in the Fruitvale neighborhood as more than 3,000 people gathered around a picnic table. More than 10,000 others gathered outside the tree house and were expected to attend.

San Francisco state Rep. David Davis was in the lobby, surrounded by thousands of fellow elected representatives and gardeners in green dress and bearing flowers.

"We have a lot more work left in us to do," Davis said of his constituents. "We are not alone, and that's a lot of work."

He was also asked about the $12 million "shelter project" he says helped turn downtown San Francisco into a major garden on Saturday night.

The state Department for Conservation created the program, which runs through Nov. 14, but they don't expect anything like this to happen in the future and said they expect to make a decision to fund it in the next few months.

It's unlikely, Davis said, that SanFrancisco Public Works will pay for it.
