He's been asked what his thoughts are as he prepares to begin his project; some don't make sense. Others are more optimistic.

"My dad is always trying to help," said Michael, 25. "I have lots of money to spend on medical care but that doesn't make it any easier to do."

But Michael says his project is far from complete unless a partnership is struck between a state agency and the state Department of Natural Resources, which would allow the project to operate until the year 2019. Michael and his wife have been told their two children may get birth certificates to prove their involvement but they're not sure whether or not they could ever get pregnant.

"The whole thing and its my job to be there to support (them here)," he said

That would be difficult given the ongoing drought, said Patrick, 50. "Obviously it seems like things are getting worse."

Patrick said the project isn't meant to affect those who live near schools and recreation facilities, or those who spend their free time in local recreation centers. Rather, the project is aimed at the growing number of people moving from farm to ranch in the state, creating a place for them and many other residents to spend time around nature.

"As a community, we need to live in harmony with nature," Patrick said. "We would never want to miss our part in the world."
